Ukrainian President Volodymyr Zelensky Asserts He Lacks Definitive Defense Guarantee from Allies

President Zelensky has stated that European allies have not given him sound guarantees that they will defend Ukraine in the event of a fresh offensive by Russia.

"I am asking this very question to every one of our allies and I have not received a definitive and straightforward response yet," he stated to the press on midweek.

These remarks follow a day after the UK and France signed a statement of purpose on deploying troops in Ukraine if a peace deal to conclude the conflict with Moscow is reached.

However, comprehensive defense assurances have not been agreed. The United States, which has been leading efforts to halt the offensive, was reported to have abstained from signing such a commitment at discussions held in the French capital on the previous day.

Details of the Paris Talks

After the Paris talks, which involved some three dozen nations that form the group termed the 'Coalition of the Willing', UK Prime Minister Sir Keir Starmer said the UK and France would "set up operational bases across Ukraine" to prevent any future incursion, while French President Emmanuel Macron subsequently indicated thousands of troops may be deployed.

Allies proposed that the US would assume a leading role in overseeing any ceasefire. But the key issue of territorial concessions that Ukraine is being pressured to offer to Russia as a component of the settlement terms are still being discussed.

Moscow has thus far remained silent on the announcement made in the French capital.

President Putin launched a comprehensive military assault of Ukraine in February 2022, and Moscow currently controls about one-fifth of Ukraine's land.

Zelensky's Shifting Tone

The UK Prime Minister characterized the joint statement as "a vital part of our commitment to stand with Ukraine for the foreseeable future".

He continued: "It establishes the pathway for the juridical structure under which allied military personnel could operate on Ukrainian soil, protecting Ukrainian airspace and waters, and rebuilding Ukraine's military for the future."

Zelensky hailed that agreement as a "huge step forward".

A day later, however, he appeared less optimistic.

"I see the will, the political resolve, and that the allies are prepared, and the partners are ready to give us strong sanctions, strong security guarantees," he said when questioned if European countries would come to Ukraine's aid.

"But as long as we don't have such security guarantees - legally binding, supported by parliaments, supported by the United States Congress - this crucial issue remains unresolved. And should they materialize, you still have to rely first and foremost on your own strength."

Unresolved Issues and Ongoing Conflict

Negotiations in Paris were also notable due to the attendance of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.

Witkoff said the participating countries "largely finished" their work on agreeing security protocols.

Recently, Zelensky said a peace deal was "90% ready".

Territorial concessions and defense pledges have been at the forefront of outstanding matters for diplomats.

The Russian leader has consistently stated that Ukrainian troops must pull back from the entirety of the Donbas region or Russia will seize it, rejecting any compromise over how to end the war.

The Ukrainian President has thus far rejected relinquishing any land, but has proposed that Ukraine could redeploy its forces to an agreed point - but only if Russia did the same.

Moscow currently controls about three-quarters of the Donetsk oblast, and some 99% of the neighbouring Luhansk. The two regions constitute the Donbas industrial heartland.

Attacks have been escalating against Ukrainian cities - particularly targeting energy infrastructure. Moscow is also achieving incremental advances in seizing additional Ukrainian land.

Ukraine has hit back at objectives inside Russia with unmanned aerial vehicles, albeit with more limited success.
